Homosexuality is regarded as a disease in Vietnam. It is also ranked as a "social evil" along with prostitution and drug abuse. Even so historically it has been tolerated. There are no laws or regulations on homosexuality or homosexuals in Vietnam, and no speak of of gays as a risk group for HIV and AIDS.

According to the U.S. Department of State: Consensual same-sex sexual outing is not criminalized, although by decree, individuals may not change their gender. There was no reported official discrimination based on sexual orientation or gender identity, but societal discrimination and stigma were pervasive. A lesbian, gay, bisexual person, and transgender (LGBT) people existed but was largely underground. A 2009 survey of more than 3,200 LGBT individuals by the Institute for Studies of Society, Economy, and the Environment reported that 4.5 percent claimed they were victims of assault or physical abuse by homophobic individuals and 6.5 percent claimed they lost jobs because of their sexual orientation. HANOI, Vietnam — Gay marriage is now legal in Vietnam under a revised law which went into effect Recent Year’s Day, abolishing regulations that “prohibit marriage between people of the similar sex.”

 

But while homosexual marriages can now take place, the government still does not recognize them or provide legal protections in cases of disputes.

 

Thee revised law, however, places the Communist territory at the forefront of countries in Asia becoming more accepting of queer people. The National Assembly’s move is expected to lure more LGBT travelers and boost Vietnam’s $9 billion tourism industry, reports Bloomberg.

 

 

“No other country in Southeast Asia has taken as big a step toward accepting same-sex marriage as Vietnam,” said Phil Robertson, Human Rights Watch deputy director in Asia.

“This announcement that creature LGBT is not a disease and condemning the apply of conversion therapy, this is enjoy a dream,” Vuong, the LGBTI rights program manager at The Institute for Studies of Culture, Economy, and Environment (iSEE), told Al Jazeera.
