The purpose of the D.C. Gay Basketball League is to provide a fun, supportive and safe venue for, but not limited to, the dyke, gay, bisexual, transgender and questioning (LGBTQ) community and ally athletes of various skill levels who enjoy the game of basketball. The DCGBL goal is to foster a safe, positive environment on and off the field that encourages athletic competition, camaraderie, and community for its participants and also to create unforgettable and meaningful relationships among people from all walks of experience in the Greater Washington D.C. area.
Located in Washington, D.C. with over 80 league players, the league continues to foster relationships with local businesses and organizations in support of creating a safe and friendly environment for all. The league is reveal and welcoming to all technique levels, from those who include played for years to those who are new to the game of basketball.
The DCGBL will encourage and support involvement in basketball games and tournaments for all interested participants in
Mayor’s Office of Lesbian, Homosexual, Bisexual, Transgender and Questioning Affairs
Japer proudly serves and advocates for the LGBTQIA+ community and allies as the Director of the Mayor’s Office of Woman loving woman, Gay, Bisexual, Transgender, and Questioning Affairs, in the Mayor Muriel E. Bowser administration. With a background as a former elected official and accomplished general affairs professional, Japer leads a dedicated team to serve the nation’s largest LGBTQIA+ community, per capita and over 300 LGBTQIA+ programs and organizations.
Since Japer's appointment, the office has become the largest LGBTQIA+ community affairs agency in the nation–tripling its budget, doubling its staff, and serving over 25,000 residents annually through the grants program. MOLGBTQA is also the largest local LGBTQIA+ dedicated funding organization in the DC region, administering more than $1,000,000 annually.
Before joining the Bowser Administration, Japer co-founded and led the DC LGBTQ+ Budget Coalition, securing over $10,000,000 in investments for the community, including the Transitioned workforce initiative, LGBTQIA+ low-barrier shelter, and the LGBTQIA+ Community Center. In the private
